We are pleased to announce the appointment of Sheila Biggers as the new president and CEO of St. Paul’s Foundation.
Sheila is an impressive leader with over 25 years of experience of building growth and prosperity in the non-profit and public sectors.
She has an extensive track record of growing organizations to amplify their impact, and has shown great skill in setting and executing strategy, leading teams, managing revenues, public speaking, and engaging the community.
In her previous roles as President & CEO of Junior Achievement British Columbia (JABC) and Associate Dean, Development and Alumni Engagement at the UBC Sauder School of Business, Sheila rallied internal resources and external partners to achieve highly aspirational philanthropic goals.
Sheila’s passion for health care and community building, along with her entrepreneurial mindset, are tremendous assets to the Foundation. During her time at JABC, she championed programs that promote diversity, equity, and inclusion, support Indigenous learners and reconciliation, develop financial literacy, and make high-quality education accessible no matter where students live.
“I’m thrilled to be joining St. Paul’s Foundation as the president and CEO. It’s an honour to be part of an organization with a long history of supporting life-changing, patient-centred health care,” she says. “I look forward to working with the Foundation and its supporters to further advance health care for all of us in this province.”
Continuing the legacy of innovative health care that puts people first
St. Paul’s Foundation is grateful to outgoing president and CEO Dick Vollet for his 12 years of service that helped Providence Health Care (PHC) make great strides on many vital health care projects across BC, including our new St. Paul’s Hospital and medical campus, Providence Living at the Views, Foundry, BCCSU, the Road to Recovery Initiative, and more.
We are entering our next chapter from a place of incredible strength, and we are ready to meet the significant milestones ahead under Sheila’s leadership and guidance.

A bold new horizon for St. Paul’s Foundation, PHC, and Providence Living
Today, we are on the precipice of a massive change in health care. We’re building a first-in-Canada medical campus – along the lines of Johns Hopkins and the Cleveland Clinic – that will drive clinical care and research to advance the health of people across BC and beyond.
The Jim Pattison Medical Campus will include the new St. Paul’s acute care hospital, an adjoining research facility, space for life sciences industry partners, and more. Our hospital’s construction has now reached the 11th – and final! – floor.
Sheila will be leading our capital campaign to raise $88 million for our research facility on the medical campus, which is the next step to bring the vision of the campus to life.

The Foundation raises millions of dollars annually to support transformative capital projects that help to bring compassionate care to patients, residents, and families across PHC and Providence Living sites, to fund life-changing medical research, and to underpin the future of health care at the new St. Paul’s Hospital and medical campus.
